To create a new budget plan, click the "New budget plan" button. To edit a plan you need to change data on, click the "Edit a plan" button and input all your data including the target id. To collect all your budget plans, click "All budget plans" than "Show budgets". To delete a plan you don't need anymore put the id of the plan.
